Before Reps Child Support and Family Assistance Legislation Amendment (Ending Financial Abuse in the Child Support Scheme No. 1) Services Australia could refuse a new child support application made by a potential paying parent if it reasonably believes accepting it would harm the potential receiving parent, that parent does not want it accepted, and the applicant would be the payer. It could also stop an application to change an existing assessment if continuing could harm a parent, the child or anyone else. These are discretionary decisions, and affected parents would have review rights.
