Before Senate Telecommunications Legislation Amendment (Universal Outdoor Mobile Obligation) People outdoors would gain a baseline right to reasonably available voice calls and text messages across Australia. “Outdoors” excludes buildings, vehicles, aircraft, vessels, underground and underwater locations.
